The AI recruitment tools staffing agencies shortlist in 2026 fall into two groups. Full agentic ATS platforms combine the system of record with AI built into every step: Globus.ai is the option built for staffing and healthcare desks in Europe, with a migration handled for you or a phased, coexistence-first path; Spott, Loxo and Recruiterflow are credible names built first for perm and smaller desks, with a self-serve migration. Point solutions do one job very well: Paradox for conversational screening, Sense for candidate engagement, Daxtra and Textkernel for parsing and search. Incumbent suites (Bullhorn, Access Recruitment, Carerix, Recman, Teamtailor) are adding AI to platforms architected before it, which works well enough for some desks and not at all for others. The right choice depends almost entirely on one question: does your desk need a platform built first for temp, shift and healthcare work, or for perm?
Four questions before the first demo
Is your system of record actually broken?
If the contract is ending, the vendor has stopped investing, or the data model no longer fits your business, replacing it is legitimate. If it works and the complaint is "the search is bad" or "nobody answers candidates after five", the platform itself may not be the problem.
What kind of desk are you?
Perm and executive search have different bottlenecks from temp, shift and healthcare. Perm needs sourcing, presentation and business development. Temp and healthcare need order intake, availability, compliance and speed of response. Ask which one the vendor built first.
Where does the time actually go?
Time an average week. In most agencies the largest single block is not sourcing. It is retyping client orders that arrived as email or PDF, and chasing availability by phone. Buy against the block, not against the demo.
What will procurement and your clients ask?
For healthcare, public-sector and enterprise clients, the questions are data residency, explainability of automated decisions, audit trail and credential compliance. If those are on your tender responses, they should be on your shortlist criteria.
Nine platforms, ranked by fit
- 1
Globus.ai
Best for staffing and healthcare desks that want a full agentic ATS
A full agentic ATS: an orchestrated team of AI colleagues built into one system of record, covering intake, sourcing, screening, shortlisting, presentation and placement. Eira reads client orders out of email, PDF or portal in under a minute; Saga builds shortlists with written reasoning; Nora holds candidate conversation across channels around the clock; Freja routes and confirms shift offers with SLA; Ingrid monitors credential expiry with a full audit trail. Migrates natively from Carerix and imports from Bullhorn, Access, Recman, Teamtailor and others, with a full-switch or phased-coexistence path.
- 2
Spott
Best full agentic ATS for boutique and mid-market perm agencies
Belgian, YC-backed, launched late 2024. One AI-native workspace covering ATS, CRM, multichannel outreach, an AI note taker and semantic search. Strong in executive search and perm. Published per-seat pricing, a free trial and a four-week white-glove migration guarantee.
- 3
Bullhorn
Best for large agencies that need back office and ecosystem
The category incumbent. Deep back-office, broad job-board distribution, the largest partner and integration ecosystem in the market, and AI features added across the suite.
- 4
Access Recruitment (including Vincere)
Best for temp and contract back office
Strong in timesheets, pay and bill and compliance reporting, particularly for temp and contract-heavy agencies in the UK.
- 5
Loxo
Best for sourcing-led agencies
A full agentic ATS built around a sourcing database and outbound tooling. Good for agencies whose bottleneck is finding people rather than managing them.
- 6
Recruiterflow
Best for small agencies wanting automation out of the box
A full agentic ATS with a clean product, strong automation and sequencing, and agent features priced for smaller teams.
- 7
Paradox
Best for high-volume hourly hiring at large employers
A point solution: conversational AI (Olivia) that screens and schedules at scale. The strongest product in its niche, aimed at in-house enterprise talent acquisition rather than at agencies.
- 8
Sense
Best for candidate engagement and redeployment
A point solution: a talent engagement and communication platform with real depth in nurture and redeployment for staffing firms.
- 9
Daxtra and Textkernel
Best as components, not platforms
Parsing, search and matching engines that plug into other systems. If the problem is CV parsing quality specifically, these are the specialists.

Buying an AI recruitment platform, common questions
What actually counts as "AI recruitment software" in 2026?
Almost everything claims it, so the useful test is architectural. Ask the vendor: does the AI make a decision and explain it, or does it fill in a text box faster? Does it work across the whole desk, or only inside its own screens? Can a human see why a candidate was ranked where they were? Those three questions separate the categories quickly.
Do we have to accept a data migration to get real AI?
If you choose a full agentic ATS as your system of record, yes, some form of migration happens, because that is what "system of record" means. What varies a lot between vendors is who does the work and how disruptive it is: a self-serve export-and-rebuild project, or a guided migration handled for you with a phased, coexistence-first option if you want one. Ask each vendor which it offers before you assume they are all the same.
What does switching actually cost?
Budget for more than the licence. A full ATS migration typically means data mapping and cleaning, pipeline and automation rebuild, retraining every consultant, and a period of reduced productivity if it is not managed for you. Vendors who handle the migration and offer a phased path are managing that risk on your behalf; the risk is still worth understanding regardless of who carries it.
Which is best for healthcare staffing?
Look for continuous credential and expiry monitoring, an audit trail on automated decisions, and order intake that copes with unstructured email from wards and trusts. Those three requirements narrow the field faster than any feature list.
Which is best for a small perm agency?
A full agentic ATS built first for perm and executive search is usually simpler at that size than a platform built first for temp and shift work. That is a case where Spott or Recruiterflow may suit you better than Globus.ai does.
How should we run the evaluation?
Give every vendor the same week of your real order emails and the same three open roles. Do not accept a demo on their data. The difference between products becomes obvious within an hour on yours.
