What actually counts as "AI recruitment software" in 2026?

Almost everything claims it, so the useful test is architectural. Ask the vendor: does the AI make a decision and explain it, or does it fill in a text box faster? Does it work across the whole desk, or only inside its own screens? Can a human see why a candidate was ranked where they were? Those three questions separate the categories quickly.

Do we have to accept a data migration to get real AI?

If you choose a full agentic ATS as your system of record, yes, some form of migration happens, because that is what "system of record" means. What varies a lot between vendors is who does the work and how disruptive it is: a self-serve export-and-rebuild project, or a guided migration handled for you with a phased, coexistence-first option if you want one. Ask each vendor which it offers before you assume they are all the same.

What does switching actually cost?

Budget for more than the licence. A full ATS migration typically means data mapping and cleaning, pipeline and automation rebuild, retraining every consultant, and a period of reduced productivity if it is not managed for you. Vendors who handle the migration and offer a phased path are managing that risk on your behalf; the risk is still worth understanding regardless of who carries it.

Which is best for healthcare staffing?

Look for continuous credential and expiry monitoring, an audit trail on automated decisions, and order intake that copes with unstructured email from wards and trusts. Those three requirements narrow the field faster than any feature list.

Which is best for a small perm agency?
